The Building Division is the central resource for construction code information and conducts pre-application and pre-construction consultation meetings with developers, architects, owners, and builders. The Building Division manages all the building permit review and construction activity to safeguard life, health, property, and public welfare by assuring compliance with the city adopted uniform construction codes, including the building, electrical, plumbing, mechanical, accessibility, and dangerous building codes.

The Planning Division is a resource for developers, property owners, business owners, citizens, and other city departments and provides information to the public about General Plan policies, population growth, development trends, and land use. The Planning Division provides professional support for the Planning and Zoning Commission, Board of Adjustment, and City Council and reviews all land use applications, including lot alterations, abandonment's, variances, conditional use permits, rezoning, planned developments, and subdivisions to assure compliance with the city's zoning and subdivision codes.

Duties

To engage in planning activities associated with the development of a general plan stating community goals and development policies. To maintain standards of architecture and site design pursuant to the community design ordinance. To produce and recommend regulations, code and ordinances for consideration by the city council. To hear requests for land use actions to include conditional uses, subdivision plats, general and specific plan amendments, planned unit developments and zone changes. To hear appeals of Development Services Department staff decisions on design reviews and lot alteration.

Meeting Dates/Times/Location

The meetings are held the 1st and 3rd Wednesdays of the month at 9:00 a.m. in the Police Facility, located at 2360 McCulloch Boulevard North.

Duties

To hear appeals when there is an alleged error in any order, requirement, or decision made by the zoning administrator.

To hear requests for variances from the terms of the zoning code because of special circumstances applicable to the property, including its size, shape, topography, location, or surroundings, where the strict application of the code would deprive such property of privileges enjoyed by other property in the same zoning district.

To hear appeals by persons aggrieved, or by any officer, department, board or bureau of municipality affected by a decision of the zoning administrator.

The meetings are held at 6:00 p.m. on the 2nd and 4th Wednesdays of the Month in the Police Facility 2360 McCulloch Blvd, Lake Havasu City, Arizona 86403.

Lake Havasu City applies for four (4) grants from the State of Arizona for various services for the citizens of our community. Each of the grants may have different requirements and you should contact Denise Moen-Bishop at (928) 855-2116 for those requirements and availability of funding. Below is a brief description of each grant and what it can be used for:

  • Community Development Grant (CDBG) - Currently being used for sewer capacity fees for properties located in current construction areas. This grant is for $2,000 and does not have to be repaid. Applications are also available at the reception desk at City Hall.
  • HOME funds - These funds are for zero interest, forgivable loans and can only be used for housing rehabilitation. If the homeowner remains in the residence for the entire length of the recapture period, this becomes a grant. Housing rehabilitation includes plumbing, electrical, replacement of roofs, air conditioners, appliances, flooring, cabinets and countertops, and other repairs deemed necessary by Grants Administrator. Maximum investment in any home is $40,000.
  • Housing Trust Funds (HTF) - These funds are used only for emergency repairs that do not exceed $10,000. An example of these repairs would be air conditioners, roofs, small electrical and plumbing repairs and leach field and septic tank replacement. This is an out-right grant and does not require repayment.
  • State Special Projects Funds (SSP) - These funds can be used for all of the above. This grant is competitive and may not be available every year.
