The Grants Division of Lake Havasu City is a resource for both revenue generation and information. It is a division in the City Manager’s Department providing technical assistance for the submission, acquisition and administration of grants in support of all Lake Havasu City Departments. COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM

Lake Havasu City applies for grants from the State of Arizona for various services for the citizens of our community. Each of the grants may have different requirements. Below are brief descriptions of our current grants and what activities are appropriate:

  • Community Development Block Grant (CDBG) - Currently being used for owner occupied housing rehabilitation including health and safety repairs. This is a grant and does not have to be repaid. Applications are also available in the lobby at City Hall.

Lake Havasu City offers rehabilitation assistance to low-income homeowners who need health and safety-related repairs made to their homes. To be eligible for the program:

  • Property must be located within city limits.
  • Owner-occupants only (principal place of residence and evidence of property deed).
  • Homeowners must meet the income qualifications below.
  • Homeowners must be current with mortgage, property taxes, water bill, and sewer loan.
  • Homeowners must have current homeowner’s insurance.
  • Title to the home cannot be in a trust.
  • Homeowners must provide documents required for income verification and housing status.
  • Homeowners may be responsible for property clean-up, yard maintenance, or moving items so contractors can complete the requested work.

Income guidelines: (This is the allowable income for the entire household)

  • 1 person - $36,800
  • 2 persons - $42,050
  • 3 persons - $47,300
  • 4 persons - $52,550
  • 5 persons - $56,800
  • 6 persons - $61,000
  • 7 persons - $65,200
  • 8 persons - $69,400
WHAT TYPE OF REPAIRS CAN BE DONE?

The program aims to assist with repairs to major systems such as plumbing, electricity, heat and air conditioning, roof, weatherization, accessibility, or failed structural components. The home must be suitable for rehabilitation under the time and monetary constraints of the program. Homeowners may be unable to choose style or color when rehabbing their home.

DOCUMENTATION

The following information, if applicable, will be requested to process your application.This list is not exhaustive, and you may be required to supply other documentation not shown below. Some information may need to be third-party verified. Income and assets for all occupants over 18 years of age must be reported.

  • State ID or Driver’s License
  • Birth Certificate for all members of the household
  • Social Security Cards for all members of the household
  • Documents or award letters to verify:
    • Social Security
    • Unemployment Benefits
    • Cash Aid
    • Food Benefits
    • Child Support
  • Employment Information- 3 months consecutive check stubs
  • Tax Returns and W-2s
  • Current Homeowner’s Insurance Policy, including the declaration page
  • Current receipt for property taxes
  • Copy of Ownership (Deed)
  • Current Mortgage Statement
  • Current utility bills, including:
    • Gas
    • Electric
    • Water
    • Sewer (If you have a sewer loan, you must show you are current or paid in full)
  • Current six months of checking account statements
  • Current three months of savings
  • Retirement or Pension Benefits
  • Current statements for IRAs, Stocks, Bonds, Certificates, etc.
ADDITIONAL HOMEOWNER RESPONSIBILITIES
  • The homeowner will need to work with contractors to provide information about the home and coordinate schedules with contractors.
  • Homeowners should not interrupt work or interfere with contracted work being performed.
  • The homeowner will remove all personal items, knick-knacks, photos, furniture, and debris from the contractor's work area. Contractors are not responsible for moving furniture, boxes, or machinery to complete their contracted work.
  • Animals must be crated or locked up while contractors work on the premises.
WHEN AND WHERE DO I APPLY?

Applications may be picked up at City Hall, Monday through Friday, 8 a.m. to 5 p.m., or downloaded at the link at the top of this page. Completed applications are accepted on an ongoing basis as funding permits.

Applications will be considered in the following priority:

  • Disabled
  • Elderly
  • Single, head of household
  • Other Applicants
