Mission Statement

The City Manager's Office will carry out the policy guidance of the City Council by providing leadership and direction to city departments, working with outside agencies, and by ensuring responsive local government services to the residents.

The City Manager's Office is responsible for the overall management of City services under the policy direction of the Mayor and Council, and for various support services to the Mayor and Council. In accord with policy direction by the Council, the Manager's Office directs, coordinates, and evaluates the performance of City services and provides staff support to the Council. Duties of the City Manager's Office include:

Duties

  • Assists the Mayor and City Council in Achieving the City's goals.
  • Implements the City Council's established policies and directions through professional leadership and management practices.
  • Ensures that all daily operations are performed effectively, efficiently, economically, equitably, and excellently.
  • Ensures the overall operation of the City government remains fiscally stable and responsive to the community.
  • Enforces all laws, ordinances and resolutions.
  • Prepares and presents the City's operating and capital improvements budgets to the City Council.

Lake Havasu City operates under the council-manager form of government. It is the system of local government that combines the strong political leadership of elected officials in the form of a council, with the strong managerial experience of an appointed local government manager. It establishes a representative system where all power is concentrated in the elected council, and where the council hires a professionally trained manager to oversee the delivery of public services.

Manager's Staff

  • Monitors departmental work flow; department budget preparation; tracks complaints; assists in planning and implementing special projects.
  • Kristy Turley, Assistant to the City Manager: Provides executive support such as researching, analyzing, and evaluating programs; planning and implementing special projects; receiving and resolving complaints and providing assistance to the general public.
  • Charlie Cassens, Intergovernmental/Communications Affairs Manager: Assists members of the news media and the general public to obtain information on City activities, projects, programs, and issues. Responds to sensitive citizen complaints and conducts special projects assigned by the City Manager.
