MINUTES

 

1.          CALL TO ORDER

Don Bergen called the meeting to order at 6:35 PM

 

2.          ROLL CALL

Present:                 Members Bergen, Heideman, Landry, Mayworm, and Rogers.

Present via Phone:  Member Thornton.

Absent:                  Members Gagnon, Kassies, Loitsch, Roberg, and Tunnell.

Staff/Council:          Barnes, Ebach, Usinowicz, and Whittle.

 

3.          MINUTES

Draft minutes of the January 6, 2010, meeting were unanimously approved.

 

4.          DISCUSSION ON THE FUTURE OF CIAC.

Don Bergen said he feels CIAC has done their job.  When the committee was first formed they provided Council with information on the second bridge.  Then for about one and a half years there wasn’t any clear assignment.  The committee has gone from 21 members down to eleven.  He thinks CIAC members did a great job on the recent survey that was presented to the Council providing considerable information for the current budget.  Don then asked other members for their comments.

Pat Landry thinks the committee should become inactive for now.

Thelma Mayworm would like to see the committee continue.

John Rogers thinks it should be up to the City staff to take the information CIAC provided and take action.  He feels the committee has completed their task.

Sergi Heideman believes the committee should remain active, although they would not have to meet every month.  He would like to see the current survey questions further refined based on comments received from the Council.  Then work with the various civic organizations to get a higher survey response.

Don Bergen said that several days after the survey was presented to City Council, he wrote to the Council, indicating CIAC wouldn’t be meeting in January 2010 but asked if the Council had any further tasks for CIAC.  He said to date he has not received a response.

Lee Barnes said the Council hasn’t discussed it, but due to the current economic climate there isn’t a lot of money for capital projects.

Pat Landry wanted to know if we would see any specific results from the work CIAC put into the survey.

Gayle Whittle said that the survey validated what the Council is doing.  There were some items in the survey that didn’t involve a lot of expenditures and she believes it would just take someone stepping up to see those projects completed.  She scheduled a work session on March 9 for CIAC members to discuss with the Council further direction; however, after receiving responses from an email she sent to CIAC members regarding future direction, she feels the committee can be inactivated and a Council Communication providing an update would be appropriate at this time.

Pat Landry was concerned because the English Village was a top priority by the community when you read through the survey responses.  She believes eminent domain or some other action should be taken.  However, all agreed that since it is privately owned, the City is limited in what can be done.

Don Bergen believes the Council could reconvene the CIAC when they have another task to assign.

Gayle Whittle said that nine members responded to her email and more than half said to dissolve or go inactive.

John Rogers made a motion to suspend the committee until Council gives further direction.  Shawna Thornton seconded (via telephone).  A vote resulted in 4 to suspend and 2 for continuing CIAC.  Gayle Whittle will advise the Council of the committee’s desire to become inactive until further tasks are assigned.

Don Bergen thanked all members for their help and dedication.

 

5.          CALL TO THE PUBLIC

Stan Usinowicz said eminent domain rules enacted over the last several years have made it extremely difficult for government entities to use in acquiring property.
