Man Arrested for Sexual Assault

On March 8, 2016, at approximately 7:00 p.m. officers from the Lake Havasu City Police Department responded to a residence regarding a sexual assault. The investigation revealed the 61-year-old victim was contacted at her residence by a solicitor. The victim spoke with the solicitor and walked back into the residence.  The solicitor entered the residence unlawfully and began to sexually assault the victim. During the investigation, officers were able to obtain a vehicle description and license plate associated with the solicitor. Officers located the vehicle and suspect at a local motel. Detectives from the Criminal Investigations Unit were called to the scene for further investigation.

On March 9, 2016, detectives arrested 26-year-old Anthony Lackman for sexual assault and burglary. During the initial appearance, Lackman was held without bond and transferred to custody of the Mohave County Sheriff’s Office.

The police department wants to remind citizens that any peddler, solicitor, or transient merchant within the city must apply for a permit through the police department. The person must submit to a local background investigation and fingerprint identification, to include FBI criminal history verification. If approved, the person will be given a solicitor identification card with a picture of the solicitor, physical description, effective date, and signed by the Chief of Police Dan Doyle.  Citizens can ask any solicitor to provide the identification card. If anyone suspects a person of soliciting without the proper permit, please call the police department at (928) 855-4111.

Lackman was associated with a group of solicitors out of Phoenix, Arizona, that were offering services to paint address numbers on curbs. Neither Lackman, nor the group associated with painting address numbers on curbs obtained a solicitors permit through the city.
