The Lake Havasu City Council invites volunteer speakers to offer an invocation before the beginning of its Regular Meetings for the benefit and blessing of the City Council. Any individual or organization interested in offering an invocation at a City Council Regular Meeting can submit their names for participation in the lottery through an application located on the City’s website. The invocational speaker must be a resident of Lake Havasu City having resided in Lake Havasu City for at least one year prior to December 2, 2024.

The Lake Havasu City Council meetings are held the second and fourth Tuesdays of the month at 5:30 p.m. in the City Council Chambers, located at 93 Acoma Boulevard South, Lake Havasu City, Arizona, 86403 (meeting dates, times, and locations are subject to change).

If you are interested in assisting the City Council in this regard, please submit the Lake Havasu City Voluntary Invocation Speaker Application by the submission due date of 5:00 p.m., Monday, December 2, 2024. Submissions will only be accepted through the application available on the City’s website (below). Individuals whose names are drawn will be notified by the City Clerk’s Office of their meeting date to offer the invocation. Alternates will be drawn and added to a waitlist. Applications will be accepted on an annual basis and speakers scheduled on a rotational basis. 

This opportunity is voluntary, and you are free to offer the invocation according to the dictates of your own conscience. Participants providing invocations must agree to abide by the guidelines and requirements as outlined on the Lake Havasu City Invocation Guidelines and Requirements.

LAKE HAVASU CITY INVOCATION GUIDELINES AND REQUIREMENTS
Participants providing invocations must agree to abide by the following guidelines and requirements:

  1. The purpose of the invocation is to provide a brief, solemn and respectful opening to meetings, lend gravity to the proceedings, and honor the history and tradition of Lake Havasu City and the United States.
  2. The invocation shall be a voluntary (delivered without compensation) offering for the benefit of the City Council.
  3. The invocation shall not exceed three (3) minutes in length. The City will not edit or approve invocations in advance of delivery. Speakers are encouraged to practice their invocation before the designated meeting and estimate the time needed to complete the invocation to ensure there is no disruption to the invocation.
  4. The invocation should be as broad or inclusive as possible and avoid divisive political statements.
  5. The invocation should not proselytize, evangelize, or claim the superiority of one faith, or claim the superiority of faith over no faith. The invocation should not misstate the law or history.
  6. No member of the City Council, City employee, or any other person in attendance at a meeting shall be required to participate, stand, or bow heads in any invocation or prayer that is offered.
  7. The invocational speaker must be a resident of Lake Havasu City having resided in Lake Havasu City for at least one year prior to the submission due date. 
  8. Any invocational speaker who violates this policy shall be subject to disqualification from offering future invocations.
  9. City reserves the right to make changes to the invocation schedule as needed and will provide participants with as much notice as possible under the circumstances.
