LIQUOR LICENSES
Liquor Licenses in the State of Arizona are issued by the Arizona Department of Liquor Licenses and Control (ADLLC). Applications for Liquor License Series 1 - 14, 18 & 19 must be filed directly at the ADLLC.
NOTE: Pursuant to Lake Havasu City Code §5.04.020, every person desiring to engage in business within the city shall make application to the Administrative Services Director or designee for a business license. Business license applications are available by contacting the Administrative Services Department or at the link below.
LIQUOR LICENSE APPLICATION PROCESS
Step One
After your application has been accepted by the Arizona Department of Liquor Licenses and Control, they will send a copy of the application to Lake Havasu City for review and recommendation. The City Council has 60 days to make a recommendation of approval, disapproval, or no recommendation.
Step Two
The City Clerk’s Office will send the applicant a letter requesting a City non-refundable application processing fee, posting fee, and State fingerprint background fee. Pursuant to Lake Havasu City Ordinance No. 13-1101, it will also be necessary for the applicant to be fingerprinted by the Lake Havasu City Police Department. To schedule an appointment for fingerprinting, contact the Police Department at (928) 855-117.
Step Three
Following receipt of the required fees, the Police Department will post a liquor license application notice on the premises. This notice must be posted on the premises for 20 days.
The City Clerk’s Office will send the applicant a letter informing them of the City Council meeting date at which their application will be considered. In conformance with Arizona Revised Statutes § 4-201(G), it is recommended that the applicant appear at this meeting.
Step Four
Following the City Council’s recommendation decision, the City Clerk’s Office will send the recommendation to the Arizona Department of Liquor Licenses and Control who will make a final recommendation on the application.

SPECIAL EVENT LIQUOR LICENSES

EXTENSION OF PREMISE LICENSES
The application form is available at the Arizona Department of Liquor Licenses and Control (ADLLC) website through the following link.
FEES
- Permanent Extension of Premises - $355 Lake Havasu City fee; $100 ADLLC fee
- Temporary Extension of Premises - $355 Lake Havasu City fee; $50 ADLLC fee
Please allow at least 60 days to process your application.
- Complete the application
- Submit a security plan that identifies security measures that will be implemented in order to:
- Provide for the safety of patrons
- Ensure anyone under the legal drinking age does not purchase, possess, or consume alcohol
- Prevent unauthorized removal of alcohol from the extended premises
- Prevent unauthorized carrying of alcohol onto the extended premises
- Submit a floor plan showing the current licenses premises and the extended area outlined in a black marker or ink. Mark the area “Extension” and include all dimensions of the extended area as well as areas of ingress and egress.

Once review of your application is complete, the City Clerk’s Office will submit a recommendation to the Arizona Department of Liquor Licenses and Control who will make the final recommendation on the application.
BINGO LICENSES
Bingo Licenses in the State of Arizona are issued by the Arizona Department of Revenue (ADOR).
Applications must be submitted directly to the Lake Havasu City Clerk’s Office for processing:

- Class A License - $5 Lake Havasu City fee; $10 ADOR fee
- Class B License - $25 Lake Havasu City fee; $50 ADOR fee
- Class C License - $50 Lake Havasu City fee; $200 ADOR fee
BINGO LICENSE APPLICATION PROCESS
Step One
Complete the State Bingo License Application Packet and submit to the Lake Havasu City Clerk’s Office.

Step Two
Following receipt of the application and required fees, the City Clerk’s Office will process for review and will send the applicant a letter informing them of the City Council meeting date at which their application will be considered. It is recommended that the applicant appear at this meeting.
The City Council has 45 days to make a recommendation of approval or disapproval of the application to the Arizona Department of Revenue.
Step Three
Following the City Council’s recommendation decision, the City Clerk’s Office will send the recommendation to the Arizona Department of Revenue who will make a final recommendation on the application. Please note, the AZADOR requires additional review/approval time for bingo licenses.
