Lake Havasu City requires businesses and individuals operating as a Mobile Food Vendor to obtain a Mobile Food Vendor Business License when conducting business within city limits and prior to operating.
A Mobile Food Vendor Business License requires additional information and documents to be provided, in addition to the Mobile Food Vendor Business License application.

ADDITIONAL REQUIRED INFORMATION AND DOCUMENTS
- A valid Transaction Privilege Tax (TPT) license issued by the Arizona Department of Revenue is required to file and remit the sales tax on your mobile food unit sales. To apply for or obtain additional information related to TPT, please visit the link below.
- Proof of auto insurance for the Tow Vehicle and/or mobile food unit
- If operating in the public right-of-way, a Certificate of Insurance naming the city as an additional insured in amounts required by the city and in accordance with A.R.S. Title 9, Chapter 4, Article 7.2., in addition to the auto insurance requirement. See the Mobile Food Vendor Regulations section of this webpage for additional information related to the insurance requirements.
- Mohave County Health Permit number or Arizona Department of Health Services license
- Evidence of a passed fire inspection in Arizona within the preceding 12 months
- Color digital or print photos showing sides, front, and rear of the mobile food unit
APPLYING FOR A MOBILE FOOD VENDOR BUSINESS LICENSE
The application process requires the following application forms and additional required information to be submitted, along with the non-refundable application fee. Each application is reviewed for approvals and can take 20 business days to be approved. To avoid delays in approvals, be sure that all forms and required information are provided.
- Business license application
- Mobile Food Vendor Supplemental Form
- Home Occupation Supplemental Form (if business will be based from a residential address within city limits)
- Verification of valid driver’s license
- Payment of the non-refundable application fee
Mobile Food Vendor Business Licenses will be issued for one year from the date of approval and are to be renewed each year prior to the expiration date.

WHAT IS A MOBILE FOOD VENDOR?
A Mobile Food Vendor is any person who owns, controls, manages, or leases a mobile food unit or contracts with a person to prepare foods and vend from, drive, or operate a mobile food unit.
WHAT IS A MOBILE FOOD UNIT?
A Mobile Food Unit is a food establishment that is licensed by this state or a county delegated authority, that is readily movable, and that dispenses food or beverages for immediate service and consumption and other incidental retail items from any vehicle as defined in A.R.S. § 28-101. WHAT ARE THE INSURANCE REQUIREMENTS?
Operating in the Public right-of-way: Copy of certificate of insurance is required as follows: (If not operating in the Public right-of-away a Certificate of insurance is not required.)
Vendor shall furnish to the City Certificates of Insurance (“Certificate”) upon application of a license. Coverage must be provided by an insurance company admitted to do business in Arizona and rated A-VII or better by AM Best’s Insurance Rating. Vendor’s coverage will be primary in the event of loss. Vendor shall pay all deductibles and retentions. A cross-liability clause or separation of insured’s condition will be included in all commercial general liability Page 2 of 3 7-12-2024 policies required by the license. The Certificate shall provide that there shall be no cancellation, termination, material change, or reduction of limits of the insurance coverage without ten (10) working days written notice from the Vendor’s insurer to the City. The Certificate shall also state the deductible or retention level. If requested, complete copies of insurance policies shall be provided to the City. Vendor shall provide Certificates evidencing the following:
- Workers’ Compensation Insurance in compliance with A.R.S. Title 23, Chapter 6, together with employer’s liability insurance with coverage limits of not less than $1,000,000.
- Commercial General Liability Insurance, on an occurrence basis, with a combined single limit of not less than $1,000,000, each occurrence for bodily injury and property damage, with an annual aggregate limit of $2,000,000. This insurance shall include contractual liability coverage.
- Automobile Liability Insurance with a combined single limit, or the equivalent of not less than $1,000,000 each occurrence for bodily injury and property damage, including coverage for owned, hired or non-owned vehicles.
- Additional Insureds. For commercial general liability and automobile liability insurance policies, the Certificate shall also provide that “Lake Havasu City, its agents, directors, officers, officials, volunteers, and employees are additional Insureds with respect to Vendor’s services to be provided under this license.” If requested, complete copies of insurance policies shall be provided to the City.

HOW LONG DOES IT TAKE TO GET A MOBILE FOOD VENDOR BUSINESS LICENSE?
Business license applications can take up to 20 business days to be reviewed and approved. Applications do not begin the review and approval process until the application fee is paid.
I ALREADY HAVE A LICENSE FOR MY COMMERCIAL FOOD BUSINESS BUT WANT TO ADD A MOBILE FOOD TRUCK TO MY BUSINESS. DO I NEED A SEPARATE LICENSE?
Yes. In addition to your business license for your commercial food establishment business, a Mobile Food Vendor Business License would be required for each mobile food unit.
